That reminds me of a quote from Jeff Sutherland in the "Lean" book. I rather had his developers surf the web for one hour than writing unnecessary code in that time. Code that has to be tested, unterstood, deployed, maintained, documented, improved. All of which costs a multitude of that hour of developer time.
